The former Minister of Information, an accomplished expert in governance, financial policy, and public administration, sees a true opportunity ahead for Lebanon, and its name is: Digital Innovation.
“Digital transformation and AI are not luxuries,” she says. “They are Lebanon’s best chance to leapfrog over stagnation and build smarter, more transparent systems.”
In an exclusive conversation with Future 10X, Dr. Abdel Samad explains why she views the AI in Lebanon Conference, scheduled for July 2025, as more than just another event. For her, it is a national mission to modernize Lebanon’s public institutions, unlock economic potential, and restore public trust.
“Lebanon stands today at a crossroads,” she adds. “We have weathered decades of challenges, but technology, especially AI and digital transformation, offers us the chance to leap forward, not gradually, but exponentially.”
With her deep experience in government, Dr. Abdel Samad understands the structural gaps in public services. She argues that Lebanon’s fragmented systems and outdated infrastructure can be reimagined through digital solutions.
“Digital transformation is the key to service delivery, accountability, and citizen empowerment. If applied properly, it can eliminate inefficiencies, reduce corruption, and improve lives.”
During her tenure as Minister, Dr. Abdel Samad led pivotal initiatives to digitize media regulations, promote the right to access information, and fight misinformation. She was one of the first voices in government to link digital modernization with national stability and development.
She believes that sectors such as healthcare, education, agriculture, public services, and even justice are all ripe for digital transformation, especially when combined with AI driven decision making.

“We are not just talking about apps or systems,” she concludes. “We are talking about reshaping the social contract, using AI and digital tools to make Lebanon work better, for everyone.”
